DW: Christina Ijabla - you were kidnapped around two years ago when Madagali, your home town in northeastern Nigeria, was overrun by Boko Haram fighters. What can you remember about the day you were abducted?

Christina Ijabla: I remember hearing gunfire and everybody started to run away. It was chaos, everybody was left to fend for themselves. Suddenly five men appeared, blocking our way. They asked why we were running away. We told them that we were trying to get away from the fighting. Then they said simply: you are not going anywhere. We pleaded with them to let us go, but they showed no mercy. They then took us to a house in Madagali where we were held as prisoners.

Following the election of President Muhammadu Buhari a year ago, the Nigerian military has re-conquered large swathes of northeastern Nigeria which were formerly under the control of Boko Haram - including Madagali. Did that have any impact on your kidnappers?

About a year ago, the fighters in Madagali took us to the Sambisa Forest [a Boko Haram stronghold near the border with Cameroon] It was a four-day forced march. They tried repeatedly to coerce us into marriage. We refused and they became even more violent and brutal. They said that they would kill us and our families and that they had complete control over us. Then they blindfolded one of the girls - one of us - and shot her before our very eyes. Then we did what they asked. From then on, the fighters slept with us, mostly in the evenings. We hardly saw them at all during the day. And if we put up any resistance, they would simply hit us.

What else can you tell us about life in the Sambisa Forest?

We had to sleep under trees. There were no houses. They put up simple perimeter fences made of thorny bushes around the individual camps. There are many small camps where women and children are being held. And there are guards to ensure that nobody escapes. There are headcounts mornings and evenings. There is only maize to eat, no meat or spices.

It is believed that the Chibok schoolgirls who were kidnapped two years ago are being held in the Sambisa Forest. What do you know about them?

They were held right next to us at a place called Kago. We saw them once while they were being forced to read out loud from the Koran, but we were told to keep out of their way. They were given special treatment, of sorts. Some had been married off to Boko Haram commanders, but most of the girls, as far as I could see, were still together as a group.

And they are all still alive?

They had been held previously in Gwoza [a former Boko Haram stronghold that has since been reclaimed by Nigerian military]. Three of the girls were killed - I assume by mistake - in an aerial attack by the Nigerian military. The remainder, as far as I am aware, are still alive.

Did you hear anything about Abubakar Shekau, the leader of Boko Haram?

I have heard of him, but have never seen him in person. I remember one Friday all the fighters were called together so he could address them. He told them that they should not allow themselves become dispirited by the Nigerian army's recent territorial gains. He also told the fighters that they should bring more women and children into the forest so that God's will could be done. I know this because they distributed audio recordings of his speech.

He was urging them to carry on fighting despite the setbacks. It sounds as if Boko Haram has its back to the wall?

The Nigerian military are making deeper and deeper inroads into Sambisa Forest. They have destroyed many of the bases where Boko Haram was storing food, weapons and vehicles. I have seen many fighters who have been killed, including the bodies of commanders and their wives and children. I have heard that Shekau is seeking negotiations with the government over the possible release of the Chibok girls.

Is it true that women often face discrimination on returning to their villages after having been held captive by Boko Haram?

Yes, they are afraid of us. You can only really rely on your own family. But the soldiers treated me well. While I was still on the run, I told them what had happened to me. They looked after me and even gave me some money. The other girl who was with me was questioned by the military about conditions in the Sambisa Forest.

The fate of the Chibok schoolgirls has made headline news over the last two years whereas the ordeal undergone by yourself and many other young women in captivity has received far less attention. Don't you think that is unfair?

It would be a good thing if more people were aware of our fate. There are still so many who are still in captivity. And I think our government should realize that it must come to our aid. We also need help.

Christina Ijabla, 20, now lives with her uncle near Yola in northeastern Nigeria where she is expecting the birth of her son who was conceived while she was in captivity. So far she has received no welfare assistance from the Nigerian state since her escape from Boko Haram in April 2016.

Eleven refugees with active tuberculosis (TB) were among more than 111,000 refugees who arrived in Florida during the three years between 2013 and 2015, according to a report the Florida Department of Health recently sent to Breitbart News.

Their active TB status was determined in medical screenings completed within 90 days of their arrival in the Sunshine State.

This news comes barely a week after Breitbart News reported that four refugees with active TB were sent to Indiana in 2015.

The Florida Department of Health provided a breakdown, by year of arrival, of the eleven refugees who arrived in Florida with active TB:

The vast majority of these refugees who arrived in Florida between 2013 and 2015–104,000 of the 111,000– came from Cuba  under the “wet-foot, dry-foot policy,” the 1995 “amendment to the 1966 Cuban Adjustment Act. . . [that] gives migrants from Cuba special treatment that no other group of refugees or immigrants receives… [and] puts Cubans who reach U.S. soil on a fast track to permanent residency,” as Dan Moffettreports.

Only a small percentage of these 104,000 Cuban refugees–an estimated total of 3,000–entered as “traditional arrival” refugees, the program through which approximately70,000 refugees per year enter the United States from over 100 different countries.

The remaining 111,000 Cuban refugees were classified as part of the additional 70,000 migrants who enter the United States annually and are designated as “other served populations” eligible to participate in refugee programs administered by the Office of Refugee Resettlement. Many in this group are classified by the federal government as “non-traditional arrivals,” a designation that includes “irregular maritime arrivals. . . and border crossers.”

In 2015, for instance, of the 140,093 total migrants who were eligible to be served by the refugee programs administered by the Office of Refugee Resettlement 69,933 were refugees, while 70,160 were “other served populations.”

Another small percentage of the 111,000 refugees who entered Florida between 2013 and 2015–a total of 7,000–entered through the “traditional arrival” refugee resettlement program administered by the Office of Refugee Resettlement from countries other than Cuba.

While all 10,000 refugees (3,000 from Cuba, 7,000 from other countries) who arrived in Florida between 2013 and 2015 through the “traditional arrival” refugee resettlement program were medically screened overseas prior to being approved to come to the U.S., the 101,000 Cubans who came to Florida under the category “others served by the refugee resettlement program” over the same period were not medically screened prior to their arrival in the U.S.

Most startling of all the information included in the Florida Department of Health data is that only two of the eleven refugees (18 percent) who arrived in Florida with active TB were included in the B1, B2, B3 refugee tuberculosis medical risk notifications sent to the Florida Department of Health by the CDC through the National Electronic Disease Notification System.

Total number of refugees who arrived with a B1, B2, or B3 tuberculosis notification who were diagnosed with active TB at the time of that screening, expressed as an absolute number and also as a percentage of notification of refugees screened.

The other nine refugees who arrived in Florida with active TB (82 percent) were most likely Cuban migrants in the category “others served by the refugee resettlement program” who were not medically screened overseas prior to their arrival in the U.S. It possible, however, that some of the non-Cubans who were given a clean bill of health by the CDC’s overseas medical screening program were in this latter  group.

When the CDC provides the Florida Department of Health with advance notifications for each “traditional arrival” refugee bound for Florida when they arrive at a U.S. port of entry, it also provides B1, B2, and B3 tuberculosis medical risk notifications for those “traditional arrival ” refugees carrying those classifications. The Florida Department of Health provided Breitbart News with the number of refugees who arrived with  B1,B2, and B3 medical risk notifications between 2013 and 2015:

Refugees who entered Florida with these medical risk notifications were from among the 10,000 “traditional arrival” refugees between 2013 and 2015, 3,000 from Cuba, and 7,000 from other countries. None of the 111,000 Cubans who entered Florida between 2013 and 2015 from the “others served by the refugee resettlement program” category were subject to these medical notifications, since none had been medically screened overseas.

Though the CDC has gone to great lengths to assure Americans that refugees do not present a tuberculosis health risk to them, the actual data from Florida and Indiana belie that claim.

As Breitbart News reported previously:

Refugees who are diagnosed in overseas medical screenings as having “active infectious tuberculosis” are classified as Class A medical risks, and are not allowed to migrate to the United States without a special waiver.

Refugees who are diagnosed as having something the CDC calls, in a classic bureaucratic oxymoron, “active tuberculosis – non-infectious,” are classified as Class B1 medical risks and are allowed to migrate to the United States.

According to the most recent 2007 standards provided by the CDC to the approximately 700 medical doctors who have been authorized by U.S. embassies or consulates overseas to be part of the U.S. Control Panels that perform overseas medical screenings of U.S. bound refugees, any refugee who (1) has a chest radiograph that suggests the presence of TB and has either (1) sputum smears that test positive or (2) sputum cultures that test positive, is categorized as a Class A medical risk.

Class B2 tuberculosis medical risks are refugees who complete the overseas medical screening and require “[l]atent tuberculosis infection evaluation .”

Class B3 tuberculsosis medical risks are refugees who complete the overseas medical screening and require “contact evaluation.”

The Florida Health Refugee Health Program Report for 2010 to 2012 explains why refugees from Cuba and Haiti are treated differently than those from other countries:

Most refugee arrivals in Florida enter through the Miami port of entry and resettle in Miami-Dade County. However, Florida is experiencing an increase in refugees arriving through the Chicago and New York City ports of entry.

The RHP (Florida Refugee Health Program) is notified in advance of traditional port of entry (i.e.,international airports and seaports) refugee arrivals by the Centers for Disease Control and Prevention’s (CDC’s) Electronic Disease Notification (EDN) System.

The RHP does not receive prior arrival notifications for non-traditional refugee arrivals such as primary asylees, irregular maritime arrivals, and border crossers who are eligible for refugee services.

Irregular maritime arrivals and border crosser populations refer to Cuban/Haitian entrants who may have arrived via water or land (U.S./Mexico or U.S./Canada border) and have received an immigration status that deems them eligible for refugee benefits.

The vast majority of Texas arrivals consisted of border-crossers.

Arrivals through non-traditional ports of entry increased dramatically between 2010 and 2012.

There were 338 (1.4%) non-traditional arrivals in 2010, 2,298 (8.8%) in 2011, and 8,229 (26.9%) in 2012. Non-traditional arrivals include both border-crossers and irregular maritime arrivals.

Border-crossers are Cuban/Haitian entrants who may have arrived via water or land (U.S./Mexico or U.S./Canada) and have received an immigration status that deems them eligible for refugee benefits, such as public interest parole…

Closely related to the trends in ports of entry for refugee arrivals are the trends in the immigration status of refugee arrivals. Although the term refugee is used throughout this report to encompass all eligible populations, there are 11 different immigration statuses represented in Florida’s arrivals.

Since 2010, parolees ( …individuals granted entry into the U.S. for humanitarian reasons or for emergent or compelling reasons of significant public benefit) have been the largest immigration status represented in the eligible arrival population in Florida, followed by refugees and asylees.

Many  Cuban refugees (the majority of whom are technically “parolees”) enter the United States by land, with Texas being the leading port of entry.  These individuals, along with Cuban refugees who are classified as “non-traditional maritime” arrivals are not medically screened prior to their arrival here.

As Pew Research reported:

Thousands of Cubans have migrated to the U.S. by land. Many fly to Ecuador because of the country’s liberal immigration policies, then travel north through Central America and Mexico. The majority of Cubans who entered the country arrived through the U.S. Border Patrol’s Laredo Sector in Texas, which borders Mexico. In fiscal 2015, two-thirds (28,371) of all Cubans came through this sector, an 82% increase from the previous fiscal year.

However, a larger percentage increase occurred in the Miami sector, which operates in several states, but primarily in Florida. The number of Cubans who entered in the Miami sector during fiscal 2015 more than doubled from the previous year, from 4,709 .

Over 80 percent of the more than 56,000 Cuban refugees and migrants who arrived in the United States in FY 2015 were resettled in Florida. Ten percent were resettled in Texas, while the remainder were resettled in other states.

In Florida, Cuban refugees and migrants account for well over 90 percent of all resettled refugees, as this breakdown of refugees arriving in the Sunshine State between 2013 and 2015, as provided to Breitbart News by the Florida Department of Health, shows:

Residents of the Sunshine State can take some comfort, however, in the fact that Florida has consistently had a very high rate–well over 90 percent–of arriving refugees who successfully complete their medical screenings within 90 days:

This is just part of the TB refugee health data provided by the Florida Department of Health to Breitbart News, important information that is not made available to the public in many other states, particularly those like Tennessee where refugee resettlement operations are controlled by VOLAGs (voluntary agencies) selected by the Office of Refugee Resettlement under the statutorily questionable Wilson Fish alternative program.

The special treatment of Cuban refugees, however, may be coming to an end, a result of concerns over financial scandals reported in the resettlement program in Florida, as well as the re-establishment of formal relations with Cuba by the Obama administration in 2015.

Critics question why Cubans should not enter through the traditional refugee resettlement program like the 70,000 refugees resettled by ORR each year. Should that take place, Cuban refugees would then be subject to overseas medical screenings.

Since two of the eleven refugees who arrived in Florida with active TB between 2013 and 2015 went through that screening and were classified B1, B2, B3 tuberculosis medical risks cleared for entry into the U.S., it is not clear if adding overseas medical screenings to Cuban refugees will offer significant improvements to the public health risks Americans face from refugees who are now readily cleared by an obviously imperfect  medical screening system.

But, since nine of the eleven refugees who arrived with active TB between 2013 and 2015 were likely not subjected to overseas medical screening, adding overseas medical screenings as a requirement for entry for all Cuban refugees would not make the current flawed system worse.

The only sure-bet policy that could make the current system better, however, at least in terms of guaranteeing that no refugees arriving in the U.S. will increase the risk of Americans being infected with active or latent TB, would be to completely shut down the program and allow no refugees to enter.

At the David Horowitz Freedom Center’s West Coast Retreat in Rancho Palos Verdes, California on April 9, 2016, I was on a panel with Bruce Thornton and Richard Miniter on “How to Defeat the Jihad.” Here is a transcript of my remarks; for those of Thornton and Miniter, go here.

Robert Spencer: I have to apologize to you straight up because I’m a little bit distracted this afternoon. I was talking to my wife just before I came to the hall today and we’re having a little trouble with her brother. He thinks he’s a chicken and I said to her, “You know, we’re going to have to have him committed” and she said, “I would but we need the eggs.” And that about sums up the Obama administration’s foreign policy. They won’t call Islamic terrorism, Islamic terrorism. And Obama has said I won’t call Islamic terrorism Islamic terrorism because that will only empower and embolden and validate these people, who are not Islamic, who call themselves Islamic and wrap themselves in the mantle of this noble and peaceful religion.

So I ask you, imagine if you were a Muslim and you were about to join ISIS. And then you heard John Kerry say that they were not Islamic. That would make you change your mind, right? Because everybody knows that Muslims look to non-Muslim political leaders to tell them what’s Islamic and what isn’t. Now that’s just as absurd as if you were an observant Christian, let’s say, and you’re in your church and you heard that the supreme leader of Iran was saying that what your church was doing was not Christian. That would make you stop because everybody knows that the supreme leader of Iran, the Ayatollah Khomeini is an authority on Christianity.

Obviously people who are observant believers in one religion are not likely to look to political figures who don’t even hold to that religion to get the idea of what is and is not the proper exercise of the religion. But more importantly, besides the absurdity of the Obama administration position is the fact that our refusal to call this conflict what it really is only exacerbates the conflict and emboldens the enemy because it leads us to underestimate the problem.

Obama has also said that Muslims are our best allies in fighting terrorism. I had a friend who went to the Council on American Islamic Relations, Florida Chapter Convention last year and sent me photos of the fliers and brochures that they had out. A picture of the Statue of Liberty going “shh” and saying, “Don’t talk to the FBI.” And these are the people that Barack Obama is saying we can go to and depend on to fight against terrorism. He refuses to acknowledge that the problem is rooted in Islam and so he refuses to acknowledge that there is any possibility that it could be a larger problem than just ISIL, as he calls them, and Al Qaeda and maybe a few other groups. It absolutely does not enter his mind or the mind of the Washington establishment in general that this could be a problem inside American mosques because they refuse to acknowledge that it’s Islamic.

Four separate independent surveys have all shown since 1998, 80 percent of American mosques are teaching hatred of Jews and Christians and the necessity of the Constitution to be replaced by Islamic law at a certain point when that is possible. These studies were all done separately by different people and they all came to this same result. And it’s not in the least a surprising result when you read the Quran and see that it does say make war against the unbelievers. And it says in particular to make war against and subjugate the People of the Book, that is, the Jews and the Christians. Now this is another way in which calling these things by wrong names and pretending that the problem is other than what it is and continuing to apply failed solutions is only making things worse.

We’ve spent hundreds of billions of dollars building schools and hospitals and highways and the like in Afghanistan and Iraq. Now, how many people who were handed a basketball by an American soldier do you think thought, “Gee, the Americans are really nice. I’m not going to become a jihadi”? It doesn’t work. It’s predicated on the idea that poverty causes terrorism and if we empower these countries by building their infrastructure then everything will be okay and the jihad will evanesce. Study after study shows that jihadis are actually better educated and wealthier than their peers. And the jihadi imperative in the Quran is not predicated on whether or not the infidels are nice to you. It is predicated on the fact that they are infidels and only on that fact, and so no matter how many schools and highways and hospitals we build there will still be people who will point to the Quran and say we have to fight these infidels because they are infidels and they will not in the least be dissuaded by the fact that these infidels have been so very nice to us.

The idea that poverty causes terrorism I think was most deftly exploded by an incident that was related to me a few weeks ago. I was giving a seminar that was attended by some military people, and a colonel who had served in Iraq, he told me about an Iraqi that he worked with, quite extensively, and he was going back to the States. And so he was saying goodbye to his Iraqi counterpart, and the Iraqi said to him, you’re a good man, and it’s been good to work with you, and I’m going to be very sorry when the time comes for me to kill you. True story.

Now, the idea that we can spend away this problem is so deeply entrenched in both parties that if we’re going to be serious about defeating jihad, then there needs to not just be a new president in January 2017, but an entire cleaning out of the foreign policy establishment, and a rejection, a definitive repudiation of the people who have applied these failed policies again and again and keep on applying them and keep on recommending them despite the ever increasing evidence that they are failed, and that they don’t work, and that they’ll never work. If we had a presidential candidate who was saying that, well, that would be one worth supporting. And we also need to reconfigure our international alliances. Our international alliances are still based on the Cold War. I’m happy to say the Cold War is over. The Soviet Union is gone. Maybe, it’ll be back. But right now, to continue to pretend that Pakistan and Turkey are our allies is just a waste of money to the point of being suicidal. George W. Bush made a deal with the Pakistani president after 9/1,1 giving him, at that time, $1.3 billon a year to fight Al Qaeda and the Taliban. It was soon documented that a lot of that money was being funneled by the Pakistani government to Al Qaeda and the Taliban, and Congress, what do you think Congress did in response to this revelation? They increased the money. That’s right. You know how the system works. They increased the money being given to Pakistan. This would be a joke if people weren’t getting killed.

John Kerry went to ask Turkey to please stop the oil sales that ISIS is using to finance its operations. ISIS overran quite a few oil wells in Iraq, and they’re making millions if not billions of dollars on the basis of selling black market oil. The Turks refused. Why? They’re buying it. And we consider Turkey an ally. There’s abundant evidence that they are allowing ISIS fighters to travel across Turkey into Syria and Iraq to join the group. So, meanwhile, Vladimir Putin said, “Obama we need an international alliance against jihad terror,” and Obama refused. Now, I think Putin has a terrible record in many ways, but we allied with Stalin to beat Hitler. We can’t ally with Putin beat ISIS? We need to reconfigure our alliances such that we are standing with the countries that are threatened by jihad, as we are, and against the countries that are enabling it. Instead, right now, we are allied with far too many countries that are enabling it, and we are helping to finance our own killers.

We need to stand finally for own values, and Bruce alluded to this a little bit, that there has been nothing like the way that we confronted the Nazis and the Japanese in World War II. We went into Iraq and Afghanistan, defeated the people who were in power very quickly, and then the whole thing went wrong because we implemented Sharia constitutions in both countries that enshrined as law the very same beliefs and attitudes that had led those countries to be hostile to the United States in the first place. It is as if we had gone into Germany after the war and put Goering in charge after Hitler had killed himself. In the Japanese occupation, Douglas McArthur, the leader of the occupation, issued an edict very soon after he got there saying that there will be no representation for state Shinto, which had fueled Japanese militarism, in the government or in the schools. Imagine if we had done that in Iraq and Afghanistan and said you’re perfectly free to pray to Allah and read your Quran, but there’s not going to be any Islam taught in the schools and any representation of political Islam in the government. Things would look very different today. But we have never stood. If we had gone into those countries and said, “Women who are being beaten, non-Muslims who are being terrorized, you have safe-haven in the American-controlled areas.” We didn’t do it. We could have gotten a huge ground swell of support among people in Muslim countries who were just as threatened by jihad and hate Sharia just as much as any freedom-loving American. Missed opportunities.
